The US Federal Government’s fiscal year runs from October 1st through September 30th and has an estimated IT budget of close to 90 billion dollars.  A significant portion of the budget is spent in the last few months of the year.  The planning for this spending begins in early summer when programs start reporting to agency leadership what funds they are not going to be able to use by the end of the fiscal year.
